Funding for Employees of Public, Private, or Nonprofit Organizations to Return to School

These various measures may be initiated by either the employer or the employee.

The Career Transition Program (PTP)

The PTP allows an employee to take time off from work to pursue a certification program. The goal is to be able to change careers or professions.

Access to the PTP is subject to certain conditions and requires a request to your employer. You will continue to receive your salary throughout the training program. Eligibility requirements vary depending on whether you are employed under a permanent contract (CDI) or a fixed-term contract (CDD).

Professional Development Leave (Public Employees)

Professional training leave is available to all public employees—whether permanent or contract—across all three branches of the civil service.

This program, which may not exceed three years over the course of an employee’s entire career, allows employees to further their personal development through professional or personal training courses not offered by the government, or through programs organized by the government to prepare for civil service examinations.

The Personal Training Account (CPF)

The CPF is maintained in euros and can be used by individuals—whether they are public or private sector employees, job seekers, self-employed individuals, members of a liberal profession or a non-salaried profession, or assisting spouses—to pursue training on their own initiative.

The account may be accessed only with the express consent of the account holder. The account holder's refusal to allow access to the account does not constitute a breach of duty.

The account is credited with 500 euros per year (up to a maximum of 5,000 euros) for any employee whose working hours are between 50% and 100% of full-time hours (pro-rated when working hours are less than 50%). Accrued benefits are tied to the individual, even if their status changes (for example, from employee to job seeker).

The Skills Development Plan

This initiative, launched by the employer, is primarily aimed at adapting the workplace and helping employees remain employed, in light of changes in jobs, technologies, and organizational structures. The cost of training is borne by the employer: either through direct funding or through a contribution collected by an OPCO (the contribution rate depends on the size of the company).

The transition period

The career transition program is available to all employees, regardless of their age, level of education, or career background. It can be initiated by you or at your employer’s suggestion.

This program helps you advance within your company (internal mobility) or prepare for a career change outside the company (external mobility). It enables you to:
  • A certification registered in the National Directory of Professional Certifications (RNCP).
  • A professional certification specific to your industry (CQP).
  • Skill modules for certifying completion of part of a training program.
  • The Core Body of Knowledge (Cléa Certification).
In addition to traditional training programs, you can take advantage of:
  • Recognition of Prior Learning (RPL): Turn your past experience into a degree.
  • Gaining practical skills by engaging in new activities directly within a company.
