Regulatory Framework for Data Publication and Program Evaluation

The publication of data and the evaluation of training programs are subject to a specific regulatory framework.

Law No. 2013-660 of July 22, 2013, on Higher Education and Research

Articles 30 and 31 amend Article L. 612-1 of the Education Code:
"Institutions offering programs leading to a higher education degree must publish statistics that include indicators on student enrollment in all programs offered, success rates on exams and in degree completion, continuation of studies, and students’ transition into the workforce. Each student has access to this information before choosing a higher education program. In compiling and disseminating these statistics, institutions may draw on the assistance of state agencies and public institutions responsible for statistical studies, which may, for this purpose, provide methodological support and verify the reliability of the surveys conducted."

Article 24 amends Article L. 611-5 of the Education Code:
[…](3) The last paragraph is supplemented by two sentences worded as follows: "Statistics showing students' employment rates one and two years after graduation are made public. Every student must be informed of these statistics before deciding on a new academic track or a higher education program."

Decree of January 22, 2014, establishing the national framework for degree programs leading to the award of national bachelor’s, professional bachelor’s, and master’s degrees

Article 5:
"As part of the institution's policy, evaluation mechanisms are established for each program or group of programs, notably through the formation of improvement councils comprising representatives of faculty members, instructors, library staff, engineers, administrative staff, technicians, laborers, service and healthcare personnel, students, and the socio-professional community. In particular, an evaluation of degree programs and instruction is conducted through regular student surveys. This evaluation is carried out in accordance with the provisions of the relevant staff bylaws. These mechanisms foster dialogue between teaching teams, students, and representatives from the professional and social sectors. They inform the objectives of each program, contribute to the evolution of its content and teaching methods in order to facilitate the acquisition of knowledge, understanding, and skills, and to improve the quality of education. These mechanisms may also serve as a basis for the evolution of the institution’s program offerings in alignment with campus policy. The results of these evaluations are presented and discussed within the teaching teams, the Development Council, the council of the relevant academic unit, and the Committee on Education and Academic Life of the Academic Council or the institution’s governing body responsible for educational matters.”
